Magistrate Judge Marshal D. Morgan speaks at Judicial Studies Institute's Human Trafficking Symposium

On June 27, 2024, Magistrate Judge Marshal D. Morgan served as a presenter at the “Simposio Sobre la Trata Humana: Estudio de Casos Reales en Puerto Rico que Demuestran los Horrores de la Trata Humana y la Explotación Sexual De Menores”. The symposium was sponsored by the Judicial Studies Institute ("JSI"), the Overseas Prosecutorial Development, Assistance and Training ("OPDAT") and the United States Department of Justice.

During the symposium, five case studies involving the investigation and prosecution of human trafficking cases in Puerto Rico under the United States’ accusatory system were discussed. Additional topics included a) how to avoid entrapment in the investigation, b) the use of digital evidence to prove the case, and 3) how to effectively use undercover agents in human trafficking investigations (6 hours of presentation in all).
